Overview:
Tommy is a rather light-hearted and cheerful man who has no cares in the world, for the most part. He’s never held a job, he’s never had responsibility. He’s lived off of his family’s money and his trust fund and has had a laid back life. He’s very much a womanizer and has had many women in his life thanks to his riches (not that he cares that that’s one of the primary reasons). He’s able to respect people who work and make money, but he can never see himself as that type of person.
Underneath his carefree and lively partying persona, he has the potential for anger and other negative emotions. When he’s angry with a friend, he tries to make things better by trying to remain who he is, but it sometimes slips away from him, and he will start to shout and show the depths of his anger. He hates being like that, and does his best to never have to be that man.
Tommy was a slacker in school, but he is smart enough to figure things out, and he’s observant in human nature. He can figure things out, like who’s sleeping with who, which helps him. He has a natural talent for these things, and not much else. Or at least that’s what he’d say. He doesn’t apply himself to many things, nor does he really want to. He’s happy how things are.
Of late the only real difference is that he’s starting to stop his sleeping around and cut back on some of his drinking and partying (and drugs, which he all but stopped a while back, though) because of his growing feelings for Laurel Lance, especially during the time that Oliver was presumed dead. He tries to be there for his best friend, while being torn between his loyalty to his friend and what his heart wants. But no matter what he tries to do right by all of them.
He has a very strained relationship with his father, Malcolm, stemming from being abandoned after his mother was murdered when he was a boy. Malcolm returned after a few years, but the damage was done.
Tommy is afraid of letting down his friends, of losing his money, and of being left alone. He knows that he can always buy “friends”, but he doesn’t want to lose those who are genuine with him.
He’s trying to go through life and figure out just what he wants; although he feels that he needs to take more responsibility.

History
Tommy was born to Malcolm and Rebecca Merlyn. His father was head of the Merlyn Global Group, and they always had money. Tommy was always going to be well taken care of, and grew up knowing that fact. Sometime early on he did have goals in life, and didn’t want to just live off of his father’s money.
During his time in school he met both Oliver Queen and Laurel Lance, befriending both, even though Laurel was in the middle class and Oliver was like him. One night his mother was murdered in the Glades, and his father disappeared from Tommy’s life. Tommy was broken and alone, and taken in by the Queens for a time, until Malcolm returned years later.
Tommy held resentment for his father after that, and decided to just drain his money in any way possible. He lost all ambitions for his life, and as he grew decided to party, drink, do drugs and sleep around, using his father’s money. He remained close with Oliver and Laurel during this time, and with the Queen family, which felt more like home to him than his own family did.
Five years ago Oliver was lost at sea with his father and Laurel’s sister, along with the crew of the Queen’s yacht. He grieved for his friend and the man who was like a father to him, and eventually entered a relationship of sorts with Laurel. It was brief, but he came to really care about her, and pursued her, changing some of his lifestyle.
When Oliver returned alive five years later, Tommy became torn on what he wanted. Was he to remain loyal to his friend, or to follow his heart and go after a woman who could make him better?
