Overview:
Count Werner Zytle is the current ruler of Vlatava, but has many business interests outside of his own country. He funds whatever might net him great rewards wherever he can, including gaining access to the island of Lian Yu from under the Chinese blockade, just to gain access to anything that may be of potential use (which he found). He’s willing to fund anything that might even seem remotely interesting, even if it will net him a small return.
He comes off as a very polite, calm man, a great gentleman. As a man of royal blood, he was brought up as such, and also brought up in the arts of equestrianism, fencing, and archery. He enjoys finer things, like wines, but is far from condescending as a man. He tries to act like a common man, although he does remind people of who he is, and his status. Primarily this is when he’s on business in other locations, whereas at home he’s more reclusive and not among the people.
His charming exterior hides more of who he is. He is sly and cunning, manipulative and dangerous. He enjoys playing games with people, and will gladly seek out people who can cause destruction just to see what they can do, and allow them to fulfill their greatest, darkest wishes. He’s not above gladly paying exorbitant amounts of money to arm a criminal psychopath and receiving a small cut in return of whatever may be stolen, as long as the criminal in question is able to cause widespread chaos.
He likes to play mind games, gladly mocking and manipulating people into doing things that they normally wouldn’t do. He isn’t above using thinly veiled threats, and is often with security of some sort, in case things go bad. But they really don’t, not often. He knows how to make deals in both parts of his life. He’s actually very skilled in negotiation and hammering out details. His country has flourished under him through smart business decisions and alliances. He’s a skilled politician, after all.
He enjoys creating chaos and setting things up for others, and he greatly enjoys playing mind games. He can become overconfident, however, and occasionally make the wrong people angry without thinking much of it, which could very much come back to bite him later.
One thing he hates is being called an arms dealer. While it is very true, he prefers to think of himself as someone giving people the chances they’ve always wanted, and always needed.

History
Werner Zytle was the only child born to his parents, and as such was the only heir to Vlatava, where the title of “Count” was the highest. During his upbringing he learned how to be a gentleman, and exactly what was going to be expected of him when he would rule the country.
During his childhood he was often alone. He’d go out to see the people and see other children, but would see how bad some people had it. People who only needed a chance, and then they could help their families. He wanted to help them, but had no ability to do so as a child, and that hurt him. When he grew older he would do what he could, including offering them positions within the castle his family resided in.
He became a champion for the downtrodden, and always kept the people in mind. His parents died when he was twenty, so he took over immediately and changed things to help everyone. He began to sell anything he didn’t need, including jewelry, sculptures, and paintings that were important. But the money was more important, for the sake of his people. He opened up trade routes with other countries that formerly didn’t exist, helping bring in food and commerce to the people who needed it. He created jobs and began to give to the people from his own pocket.
He flew in business professionals from other countries to tutor him, giving him a mind for business and further helping his politics. He began to create more promising futures for everyone involved, and began to take his money to other countries, investing wherever he could that would help return an investment. While on his travels he met others who needed help, who needed a chance, and he did what he could for them.
While he was in Russia, he met a traveler whom he had a relationship with during his time there. Sadly she was murdered, leaving only Werner and her brother. Her brother hated the city after that, and Werner gave him money before leaving. That money would later fund the man’s shooting spree, killing about twenty people before he was killed. Werner wasn’t held to any responsibility, and it never got out that it was his money.
He decided that he was going to give money to those who were wronged by their cities, no questions asked. This started to mean arming people and causing murders. He had no real problem with it, and continued to help his country thrive while seeking minimal returns on his other investments of vengeance.
He paid insane amounts of money to help the current leader of China come into power, seeking trade arrangements with China. However, when Oliver Queen was found alive, he became interested in the story, and used his influence with the Chinese leader to go to Lian Yu to investigate. While there, his team found…something. He saw to its excavation and began to run tests on the zombie beast known as “Solomon Grundy”, gaining some regenerative data from their tests.
Werner has since headed to Starling City to arrange deals with Queen Consolidated, and hopes to meet with Oliver Queen. The Hood. Werner knows, and he intends to make Oliver’s life hell.
