I'm going to list here canons, a little blurb from the show (by no means do you have to follow it), and mark if it's taken or reserved. If it says nothing, it's open. If a character is taken, it's not on the list (such as Tommy).

A former soldier who saw action in Iraq, now acting as a bodyguard, specifically to Oliver Queen.
QUENTIN LANCE

Detective in the SCPD, father of Laurel and Sarah. Despises Oliver upon his return, and is working to catch the vigilante.
FELICTY SMOAK
-Emily Bett-Rickards
Approx. 26
IT at Queen Consolidated, very skilled in what she does.
ROY HARPER
-Colton Haynes
Approx. 23
A young man more at home on the streets, acting as a thief to get by.
SLADE WILSON
-Manu Bennett
Approx. 46
ASIS agent who met and trained Oliver on Lian Yu.
