There are times when villains won't be major players (like the Joker, for instance, is a major character, whereas Alpha would probably not be), but will be around for only a few plots. This shortened profile is so that we still have an idea about the character in question, but so you don't waste your time on it.

If you have a major villain (Joker, Ra's al Ghul) then go to the other profile, this is for one/two-off villains for the most part.
